In order to run for the District 5 seat on the county board of supervisors, Kyle Krahel-Frolander announced on Saturday that he was leaving his position as chair of the San Diego County Democratic Party.
Current District 5 Supervisor Jim Desmond declared his intention to run for the 49th Congressional District of California in January. Krahel-Frolander is being endorsed by Rep. Mike Levin, D-Dana Point, who presently represents the district.
Krahel-Frolander became the party’s permanent chair on Saturday after taking a leave of absence last month.
Desmond, a Republican, will be term-limited in 2026 after being elected to the nonpartisan Board of Supervisors for the first time in 2018.
With 700,000 residents, District 5 is made up of a number of unincorporated communities, including Bonsall, Pauma Valley, and Valley Center, as well as the cities of Escondido, Oceanside, San Marcos, and Vista.
North San Diego and South Orange counties, which include the towns of Oceanside, Vista, Encinitas, Carlsbad, San Clemente, San Juan Capistrano, Dana Point, Laguna Niguel, and others, are included in the 49th Congressional District.

Since 2018, Levin has served as the representative for the 49th District. In the most recent election, he defeated Republican Matt Gunderson by a 52.2% to 47.8% margin in November 2024. Krahel-Frolander is the district director and deputy chief of staff for Levin.
Krahel-Frolander, a resident of Oceanside who went to El Camino High School, graduated from Harvard University with a bachelor’s degree in government. His LinkedIn site states that he is the owner of Frolander Family Partners LLC.
