The Cerro Pueblo Apartments, which have 46 affordable senior living apartments in Bay Park for another 55 years, were reopened Wednesday by the San Diego-based affordable housing developer RAHD Group and Catholic Charities Diocese of San Diego.
City officials hailed the developer and charity for rescuing the flats, which were formerly only 30 days away from losing their affordability classification in 2022, during a ribbon-cutting ceremony on Wednesday morning.
According to San Diego Mayor Todd Gloria, maintaining affordable housing is one of the city’s most pressing issues, and this initiative is a significant illustration of how neighborhood partners can band together to safeguard our elderly. This unusual collaboration between a charity service provider and a private developer demonstrates the significant strides that can be made in the city’s efforts to address the housing crisis locally.

For eligible low-income seniors 62 and over, the Cerro Pueblo Apartments set rentals between 30% and 60% of adjusted median income. The complex was constructed in 1982 and has two single-story buildings and a two-story elevator-serviced building with 46 one-bedroom, single-level apartments.
Modernizing apartments and common areas, improving infrastructure, and increasing accessibility for the complex and its units were all part of the $17.7 million RAHD invested to renovate the property.
Tim Walsh, a partner at RAHD Group, stated, “We are honored to contribute to the provision of safe, high-quality housing and peace of mind to seniors who have resided in this community for many years.” Generations of seniors will have a secure place to live thanks to the site’s revitalization and the homes’ continued affordability for many years to come.
Cerro Pueblo presently features a recreation area with 17 parking spots, a kitchen, restrooms, a service coordinator’s office, and laundry facilities. In addition, there are now fire systems, elevators, better lighting, landscaping, solar panels, and new roofs.
A joint statement from RAHD and Catholic Charities states that the building now has wheelchair access to the main door, grab bars in the accessible units’ restrooms, and enhanced security.

Through a U.S. Department of Housing and Urban Development services grant, Catholic Charities will offer on-site social services, including round-the-clock management and a full-time coordinator who will plan social events and educational programs, help with technology, set up transportation, and act as resident advocates to promote their independence and general well-being, according to the statement.

The goal of San Diego-based affordable housing developer RAHD Group, which was established in 2010, has been to maintain affordable multifamily housing. The Diocese of San Diego’s social ministry arm is Catholic Charities, a nonprofit organization that was founded in 1919. Since 2021, the groups have worked together on various projects.
