In an attempt to expedite building, San Diego city officials on Monday overturned an annual restriction on private and public construction activities along the beach during the summer.
In order to accommodate the busy tourist season, beach communities halted construction for years between Memorial Day and Labor Day.
According to Mayor Todd Gloria, improvements for locals were delayed for decades since construction were put on hold during the summer.
We can now finish infrastructure upgrades and pave roadways more quickly. One way we’re reducing red tape and coming up with innovative solutions across city agencies to enhance citizen service is by removing this restriction.
He questioned the value of the custom of stopping roadway resurfacing in the summer, arguing that eliminating the ban could result in financial savings for taxpayers during Gloria’s 2025 State of the City presentation.
In seaside areas, city employees will assess projects to identify strategies to lessen the impact of development, such as dividing work into smaller stages to lessen the effects on sidewalks, parking lots, and street traffic.
Gloria added that the city will solicit input on the removed prohibition from nearby companies, citizens, and tourists.
There is a catch to the announcement: projects within the California Coastal Commission’s jurisdiction must still adhere to the commission’s permitting requirements, which may include restrictions on summer building.

According to a city statement, in order to accomplish the intended efficiency in construction completion, the public project manager and/or private applicant are invited to ask the Coastal Commission for a waiver of any potential restrictions, if any apply.
