Lt. Eugene Kemp of the Habersham County Sheriff’s Office and his K-9 companion, Roxy, demonstrated that they are the team to beat! At the 2025–2026 Georgia Police and Fire Games, the two won the Explosive Detection K-9 Challenge. On June 18, the event took place at Riverside Academy in Gainesville.
K-9 Roxy has received training in spotting evidence connected to firearms and explosives. She has over eight years of service with Lt. Kemp. They work together as the Explosive Ordinance Detection Team of Homeland Security and Georgia Emergency Management (GEMA).
The crew undergoes roughly 16 hours of training per month and trains in accordance with federal requirements, according to the Habersham County Sheriff’s Office. They aid local, state, and federal law enforcement in their efforts to find spent ammunition, guns, and explosives.
Additionally, Lt. Kemp and K-9 Roxy assist in securing federal buildings, schools, and major public gatherings around Georgia. Part of the funding for their unit comes from a federal grant that GEMA awarded.
